The Study of Pollutant Characteristics and Control Strategy of Wastewater for Industries (First Year)

Due to the fast development, the current wastewater monitoring procedure cannot effectively reflect wastewater characteristic of emerging industry. This study has panned several mechanisms in regard of pollution prevention and monitoring. The suggested procedures included more detailed chemicals disclosure in the manufacturing process (upstream) and wastewater monitoring (downstream). The former aims to clarify the raw materials used by the industries by strengthening the declaration in the existing Water Pollution Control Measure Plans and Permit. The manufacturers are responsible to disclosure the fate of specific pollutant in the factory including wastewater, exhaust gas, waste (waste solvent) or recycling usage. The latter is to suggest that the Environmental Protection Agency (EPA) should consider to add more items for detection and report such as acute toxicity, specific pollutant and total pollution index (such as TTO) before the Effluent Standard are set up. There are many industries bearing ammonia-nitrogen in their wastewater. The investigation estimated that total amount of ammonia-nitrogen discharged from all industries was 70,063 kg/day. The largest contributor was chemical industry and its load was estimated as 32.6% of the total amount of ammonia-nitrogen. Besides, sewage system of Science Park, petrochemical industry and poultry also have high pollution potential. Most industry associations agree to help the EPA in the task of pre-investigation for contained-nitrogen pollution wastewater and have willingness to cooperate the subsequent evaluation. It will help EPA to promote the set up of ammonia-nitrogen effluent standard. The project has finished the investigations of Effluent Standard including average standard, Effluent Standard of heavy metals, suspended solid standard of stone industry and silicon dioxide industry, color treatment technology of textile industry and wastewater control of funeral industry for the reference of amending Effluent Standard in the future.
